Tracy Thomas
Chief Administrative Officer
Born and raised in northern Ontario, Tracy Thomas began her career in Nunavut in 2001 after completing a degree in Business Administration. She worked in both community-based and territorial government roles, including administering Health Canada funding programs and collaborating directly with all 25 Nunavut communities to support locally driven solutions and capacity building.
Tracy later moved to the Yukon, serving as Executive Director of a multi-partner mine training association and subsequently working as an executive management consultant across Indigenous governments, non-profits, and industry while completing a Master of Public Administration. In 2018, she transitioned into municipal leadership as Chief Administrative Officer for the Village of Carmacks, where she built deep expertise in rural governance, infrastructure, and service delivery. She holds an Asset Management Professional designation, has contributed nationally through FCM’s Municipal Asset Management Program, and serves on the Board of Directors for the Canadian Association of Municipal Administrators (CAMA).
In 2024, Tracy became Senior Administrative Officer for the Town of Fort Smith, Northwest Territories. Her transition to the Oldman River Regional Services Commission represents an exciting opportunity to apply her experience in regional collaboration, governance, and infrastructure at a broader scale. Tracy is passionate about strengthening shared services, supporting member municipalities, advancing sustainable infrastructure planning, and fostering strong, respectful relationships across the region. She is energized by ORRSC’s mandate and looks forward to working closely with the Board, staff, and member communities to support practical solutions, long-term resilience, and continued organizational excellence.
Raeanne Keer
Executive Assistant
Raeanne joined ORRSC in 2022 and provides administrative support to the CAO, planning staff, the Executive Committee, and the Board of Directors. A Southern Alberta local, she holds a Bachelor of Arts from the University of Lethbridge and completed the National Advanced Certificate in Local Authority Administration (Levels I & II) at the University of Alberta. Raeanne began her
municipal career with the Town of Taber, gaining expertise in Alberta legislative and municipal administration.
Stephanie Sayer
Accounting Clerk
Originally from the Yukon, Stephanie came to Lethbridge from Langley, British Columba, joining ORRSC in April 2024 as the Accounting Clerk. With over 20 years experience in public and private sector accounting, Stephanie is responsible for the organizations financial operations.
